GET /api/systems/license/usage-statement

Get the monthly active users and access tokens of this self-hosted deployment for each of the last 12 full UTC calendar months, oldest first, across all tenants except the admin tenant. It is read from the deployment's own records and can be provided as the usage statement the self-hosted terms ask for. Returns 404 when no license is installed, and 501 on Logto Cloud.
